He then fled to the US but made headlines again last week, this time for statutory rape charges.
Kim, 45, was arrested by the police in the Koreatown area in Los Angeles on suspicion of having sex with a minor aged below 18, reported Yonhap News Agency.
He is also known by the name Kim Si Won in Korea, although his real name is said to be Kim Seok Wan.
He had been on the US wanted list for two years.
A request for bail was put up but rejected by the US court last Tuesday, after US officials received an extradition request from the Korean government.
So far, Ji Young has yet to comment on the news.
Sources close to the singer told The Chosun Ilbo that she 'may not want her name mentioned in connection with Kim since the sex tape scandal nearly ruined her career'.
Theirs was a scandal not unlike that which plagues Hong Kong actor Edison Chen and female stars like Gillian Chung and Cecilia Cheung.

Debuting in 1999 with a sexy image and a hit salsa single, she was soaring up the music charts when a sex video involving her and Kim was leaked on a pay-per-view pornographic website in November 2000.
Kim later admitted in a phone interview with a live entertainment programme on TV that he had filmed the video without Ji Young's knowledge in his office in 1998.
Public outcry ensued and TV stations, radio stations and advertisers alike were quick to boycott Ji Young.
But instead of making herself out to be a 'naive and silly' victim and making a fast exit, the plucky singer put up a fierce fight to stay in showbiz.
Times Asia said she 'defiantly vowed' to continue singing 'if a single fan wants me to', and her resilient attitude won the support of feminist groups and others.
But it was not so easy to sway public opinion.

Pregnant Angelina Jolie collapsed during a transatlantic flight, sparking concerns for her health.
The 32-year-old actress, who is believed to be expecting twins with partner Brad Pitt, reportedly fainted on an 18-hour flight from Iraq to Los Angeles via London on February 7.
A fellow passenger told Life and Style Weekly magazine: "She started to get swollen ankles and nosebleeds and started having leg cramps then she fainted into her chair."

Hong Kong Actor Edison Chen Quits, Admits Web Sex Photos

Feb. 21 (Bloomberg) -- Hong Kong actor Edison Chen said he'll quit show business after admitting taking sexually explicit photos with celebrities that leaked onto the Web and generated a wave of media coverage.
``I am deeply sorry,'' Chen told more than 300 journalists at a press conference in Hong Kong today. ``I admit most of the photos being circulated on the Internet were taken by me. I would like to apologize to all the ladies and their families.''
Hundreds of photos published online and in newspapers led to debate about Hong Kong pornography laws and a public apology from a female pop star. The pictures were posted on the Web after about 1,300 photo files were stolen from a computer sent to a repair shop, police said.
The sex-photo scandal involved at least six Hong Kong actresses, singers and models. Chen, a 27-year-old Canadian-born Chinese actor and singer famous in Hong Kong, returned to the city today to explain the incident after pictures started appearing from Jan. 28.
`Very Private'
``These photos were very private,'' Chen said. ``They were never intended to be shown to anyone. They were stolen from me and distributed without my consent.''
Hong Kong pop star and actress Gillian Chung earlier this month apologized to fans for the impact caused by the scandal, without confirming or denying she was the woman in some of the photos. Chung, 27, in pop group ``Twins,'' said she'll keep working.

Rumours flew around the media yesterday that Gillian Chung and Juno Mak with whom she has been seen with since the scandal broke got married secretly.
A simple check at the marriage registry yielded no results and an interview with Gillian Chung’s manager revealed, “Stop kidding!”. It’s most likely another hoax once again.

yes i have been silent and everyone thinks i am hiding but today there will be a press release and i hope u can all read from that and report the TRUTH and do some homework before trying to ruin someone’s life, cuz that is exactly whut u are all doing to me putting false statements on the FRONT PAGE sex photo scandal ever of newspapers and to others as well

Yesterday, there is new development in the Edison Chen “Nude Picture Scandal” which has shocked the entire Hong Kong.
Gillian Chung continues to be dragged down by the scandal. There are rumours that commercial sponsors wants to discontinue their business relations. She expressed that Gillian Chung accepted three new commercial and will continue to work in 2008.
